INCIDENTAL SUPERVISION GUIDE FOR COORDINATOR - ADDING INCIDENTAL SUPERVISION DATA

If you have difficulty adding Incidental Supervision data, you can follow the steps below:

1. Visit https://oss.go.id, click “MASUK"

2. Enter your Username and Password, then click the button MASUK

3. Go to the menu PENJADWALAN, then click PENGAWASAN INSIDENTAL

4. After entering the Incidental Supervision page, click TAMBAH DATA INSIDENTAL to add new Incidental Supervision Data

5. Do a data search for new Incidental Supervision data using the search feature provided. Then, click the 'v' mark on the selected Incidental Supervision business activity data and click PROSES to proceed to the Incidental Supervision Form data-filling process. If you want to check the Business Licensing Data first, you can click the PELACAKAN PERIZINAN BERUSAHA button.

6. If you click the PELACAKAN PERIZINAN BERUSAHA button in step 5, a pop-up display will appear containing information on the Business Licenses of the business activities to be monitored. You can click the CETAK button if you want to see the licensed product. Click TUTUP to close the display.

7. If you click the PROSES button in step 5, the system will display the Field Inspection Officer form. Next, check the Business Activity Data.

8. Please fill in the Supervision Officer Data. You can add more than one data entry. After filling in the data, click TAMBAH DATA to save the Supervision Officer data. Upload an official letter of assignment signed by the Head of the institution that conducts the supervision. In Incidental Supervision, the Supervision Officer Data can be filled in after the supervision is completed.

9. After clicking the button TAMBAH DATA, Supervision Officers Profile Data will be stored in the Officer List table. Apart from that, you can also perform several actions with the click of a button, namely:

a. CETAK is used to display the uploaded letter of assignments

b. NAIKAN URUTAN is used to move up one sequence in the selected officer profile

c. TURUNKAN URUTAN is used to descend one sequence on the selected officer profile

d. EDIT is used to edit the data profile of the selected officer

e. HAPUS is used to delete the selected officer profile

10. Fill in the Incidental Field Inspection Purpose and Objective Data, then click LANJUT.

11. After clicking the LANJUTKAN button, there will be a notification that the Incidental Supervision Field Inspection Data has been successfully saved. Click OK to return to the Incidental Supervision main page.

If the Field Inspection Date (reference from Step 7) you have entered is in the past or the time after you conducted the field inspection then when you click the LANJUTKAN button, the system will display the form for filling in the Supervision Results. However, if the Field Inspection Date you entered is in the future then when you click the LANJUTKAN button, you will be moved to the Incidental Supervision main page.

12. After completing the Incidental Monitoring Data form, the system automatically displays the Incidental Field Inspection List on the Incidental Supervision main page. On the list, you can see the Minutes of Supervision Status. You can also view the Intent and Purpose Data by clicking on the link Lihat Disini in the Supervision Details column.

13. After clicking the link of Lihat Detail, here is the view Purpose and Objectives of the Field Inspection which has been completed by the Coordinator and Supervisor. Click the TUTUP button if you want to close the view.

INCIDENTAL SUPERVISION GUIDE FOR COORDINATOR - MODIFY INCIDENTAL SURVEILLANCE DATA

If you have difficulty modifying Incidental Surveillance Data, you can follow the steps below:

1. Go to the menu PENJADWALAN, then click PENGAWASAN INSIDENTAL

2. After entering the Incidental Supervision page, click the 'v' mark on the selected Incidental Supervision data. Click the ASSIGN PELAKSANA button if you want to modify the previous Incidental Supervision data form.

3. Please check the Business Activity Data

4. Please fill in the Supervision Officer Data. You can add more than one entry. After filling in the data, click TAMBAH DATA to save the Supervision Officer data. Upload an official letter of assignment signed by the Head of the supervision institution.

5. After clicking the button TAMBAH DATA, Supervision Officers Profile Data will be stored in the Officer List table. Apart from that, you can also perform several actions with the click of a button, namely:

a. CETAK is used to display the uploaded letter of assignments

b. NAIKAN URUTAN is used to move up one sequence in the selected officer profile

c. TURUNKAN URUTAN is used to descend one sequence on the selected officer profile

7. Once you click LANJUTKAN, you will be notified that the Incidental Supervision Field Inspection Data has been successfully saved. Click OK to return to the Incidental Supervision main page.

INCIDENTAL SUPERVISION GUIDE FOR COORDINATOR - VIEWING INCIDENTAL SUPERVISION FIELD INSPECTION ATTENDANCE LIST

If you are having trouble viewing the Incidental Monitoring field inspection attendance list, you can follow the steps below:

1. Go to the menu PENJADWALAN, then click PENGAWASAN INSIDENTAL

2. After entering the Incidental Supervision page, click the 'v' mark on the selected Incidental Supervision data and click DAFTAR HADIRR

3. In this section, the system will display the attendance list of the Incidental Supervision Field Inspection officers. Click CETAK if you would like to view the assignment letter or download the supervisor field inspection assignment letter. Click TUTUP to close the Incidental Supervision Field Inspection Attendance List display.

INCIDENTAL SUPERVISION PROCESSING GUIDE (COORDINATOR) - FILLING IN SUPERVISION RESULTS AND UPLOADING MINUTES OF INSPECTION DOCUMENTS (BAP) BY THE COORDINATOR

In Incidental Supervision, the Supervisor is expected to continue filling in the results of the Incidental Field Inspection supervision into the OSS system so that the technical and administrative compliance assessment data is still stored in the system. The Supervision Executor can fill in the supervision results directly during the field inspection or after the incidental field inspection is over.

If you have difficulty filling in the results of supervision and uploading the Minutes of Inspections document (BAP), you can follow the below steps:

1. Go to the menu PENJADWALAN, then click PENGAWASAN INSIDENTAL

2. After entering the Incidental Supervision page, click the 'v' mark on the selected Incidental Supervision data and click on HASIL PENGAWASAN.

3. Please check the Company Profile Data

4. The system will display data on Business License Ownership of Business Activities. The coordinator is not required to fill in the Business License Ownership data on Business Activities, but you can see the Business License Ownership Supervision Score for Business Activities that have been completed by the Supervisor.

5. The system will display Technical Compliance Assessment data. The coordinator is not required to complete the Technical Compliance Assessment, but you can see the Technical Compliance Assessment data that has been completed by the Supervisor.

6. As a Coordinator, You are required to fill in the score of Supervision Results (with a range of 1 to 100) with the following assessment criteria:

a. Investment Realization Ratio);

b. Absorption of Indonesian workers and/or large investments;

c. Partnership with UMKM;

d. Selection of locations outside Java;

e. Fulfillment of periodic report submission by applicable regulations (filled by K/L/D Supervisor);

f. Compliance with the provision of facilities, incentives, and facilities in the context of investment (can only be filled in by the Ministry of Investment/BKPM);

7. The Sanctioning History Score data will be displayed automatically by the system based on the sanction imposition history results of Business Actors.

8. Fill in the Issue Data faced by Business Actors. Click TAMBAH PERMASALAHAN to save the problem data. You can save more than one issue. Deleting issue data can be done by clicking the HAPUS button on the selected issue.

9. You can upload documents supporting the implementation of Incidental Supervision (such as photos of Incidental Field Inspection activities and so on) accompanied by the Document Name of the upload.

10. Anda wajib menjelaskan Hasil Inspeksi Lapangan selama periode Pengawasan pada kolom Hasil Pengawasan Koordinator. Anda dapat memilih Rekomendasi Koordinator atas hasil pengawasan dan mengisi keterangan pada kolom yang tertera di bawahnya.

11. Sebagai Koordinator, Anda diwajibkan melengkapi Data Nilai Rencana dan Realisasi Investasi, serta memilih Kesesuaian Nilai Realisasi Investasi di Lapangan.

12. Sebagai Koordinator, Anda diwajibkan melengkapi Data Penyerapan Tenaga Kerja.

13. Fill in the data of the person in charge of the field inspection. If the data has been provided by the Supervisor, the Coordinator does not need to fill in the data again. Recheck the data of the completed Supervision Result and if it is correct click KIRIM DATA to process the Supervision Result data. If you want to save the surveillance result data as a draft, click SIMPAN SEBAGAI DRAFT.

14. After you send the Supervision Results data, a notification will appear. A notification of the Supervision Results was successfully sent. You can view the surveillance results that have been sent by clicking the CETAKAN button.

15. You can download the Print out of Supervision Results and signs manually before uploading the Prints of Supervision Results again on the OSS system.

16. After you have filled in the Supervision Results data, you can upload the signed Audit Report Document (BAP) by clicking the UPLOAD BAP button. BAP upload can only be done by one instance. For example, if the Supervisor has uploaded the BAP document, the Coordinator will no longer need to upload the BAP document.

17. You can upload the BAP document by clicking Pilih Document—uploaded BAP file in the form of PDF. Click UNGGAH to store data.

18. If the BAP file has been uploaded, the display will change as shown below. To view the BAP, click Lihat File.
